Construction of the permanent American Place Resort and Casino in Waukegan, which has been halted since August of 2023, can finally get back on track after the Illinois Supreme Court ends the dispute in which Full House Resorts, the owner of the casino, was never involved.

The moment Full House's senior VP and chief development officer, Alex Stolyar, heard about the court's judgment, he texted that construction on the permanent facility will begin as the company's temporary American Place casino kept running on the property. Springfield, Illinois's highest court decided unanimously Friday that the Cook County Circuit Court correctly rejected a case filed by Waukegan Potawatomi Casino in 2021 that challenged Full House's licensing from the Illinois Gaming Board.

Permanent Waukegan Casino

The Waukegan casino license was about to be awarded in November 2021 when Potawatomi petitioned the Cook County Circuit Court to halt the process. Instead of granting the permission, the court rejected the Potawatomi's request.

Following the board's issuance of owner's and interim operating permits to Full House in February and June of 2023, respectively, the Illinois Appellate Court overturned the ruling, stating that Potawatomi had a right to a hearing. Supreme Court heard the appeal from the Waukegan board and the city.

The litigation has been resolved, according to Stolyar, and Full House is prepared to resume construction on its permanent casino. Soon after the Waukegan Planning & Zoning Commission recommended the permanent designs favorably in August of 2023, the endeavor halted amid the appeals process.
